Digital Platform Compliance with Perpres 32/2024 Remains Low
JAKARTA – Comitte on Platform’s Responsibility for Good Journalism, or Indonesia Publisher Rights Comitee (KTP2JB) assessed that digital platform companies' compliance with Presidential Regulation No. 32 of 2024 concerning the Responsibilities of Digital Platform Companies remains low. This assessment was contained in the "Report on the Implementation of the Duties and Functions of the KTP2JB for 2024-2025" held at the Press Council Building in Jakarta on Tuesday, January 27, 2026.
Based on the components of the self-assessment and oversight, as well as the oversight conducted by the KTP2JB, the committee can compile reports and recommendations. The committee has established indicators that refer to the responsibilities of Digital Platform Companies (Article 5 of the Perpres 32/2024), which are divided into four work areas: Press Company and Platform Cooperation; Journalism Training and Programs; Supervision, Arbitration, and Alternative Dispute Resolution; and Organization and Inter-Institutional Relations.
The KTP2JB Cooperation Division assessed that digital platform companies have no plans to increase collaboration with press companies by 2026, are not transparent in reporting the size of their cooperation budgets, and have not explained efforts to regulate their algorithms to prioritize verified press companies. Therefore, in general, it can be said that compliance by digital platform companies operating in Indonesia with their obligations to comply with Presidential Regulation 32/2024 is relatively low.
The KTP2JB Supervision, Arbitration, and Alternative Dispute Resolution Division assessed that digital platform companies have not fully explained their efforts to prevent the commercialization of news that violates the Law on the Press (UU nomor 40 tahun 1999). Presidential Regulation 32/2024 encourages the establishment of a dedicated news reporting platform, but digital platform companies have refused to provide it for technical reasons. This division also found that there are no concrete policies from digital platform companies regarding fair treatment or efforts to prioritize or facilitate the commercialization of news produced by press companies. Regarding digital platform companies' obligations to design news distribution algorithms, the Supervisory Division also assessed that digital platform companies had not provided documentary evidence demonstrating regular notification to press companies when algorithm changes occurred, nor had they provided instructions for press companies on how to utilize these algorithm design changes.
The KTP2JB Good Journalism Training and Program Division noted that digital platform companies such as Google, Meta, and TikTok have conducted good journalism training and programs. However, these reports lacked transparency, lacking budget allocations and diversity aspects. This division also noted that several digital platform companies were not communicative and transparent. These included X and SnackVideo, which failed to submit reports to the committee. Based on this assessment, the Committee hopes that in the coming year, digital platforms will improve their compliance with their obligations to support quality journalism, as stipulated in Presidential Regulation no 32/2024.
The Committee also recommended three fundamental elements that can improve digital companies' compliance with their obligations and support the sustainability of the press industry ecosystem.
Chair of KTP2JB, Suprapto said, "Compliance by digital platforms with the obligations stipulated in Presidential Regulation 32/2024 will be difficult to achieve if these obligations are not integrated as part of the oversight of digital platform business operations in Indonesia. Therefore, the Ministry of Communication and Information, as the primary regulator of the digital platform business ecosystem, needs to take immediate steps to establish technical regulations that can accelerate this integration process".
Furthermore, the Committee emphasized that the sustainability of the national press industry also requires other support, such as fiscal incentives and journalism funds to encourage quality journalism.
